Abstract:

Argentina’s economy rode a full commodity cycle between 1996 and 2015, from collapse under a currency peg, through a decade-long export boom, to capital controls. This paper follows half a million formally employed workers through that cycle in administrative records and measures how its burden and its gains were shared between men and women. Relative wages did not move. The female wage penalty of roughly 20 log points passes through the collapse, the boom, and the capital-control regime unchanged. The adjustment ran instead through reemployment. In the segments most exposed to the export cycle, women’s time to the next formal job shortens relative to men’s. This differential deepens through the collapse, reverses sharply at the 2002–2003 turning point, and reopens as the boom matures, reaching its largest magnitudes under the capital-control regime. This response is sequenced, operates at the level of industries rather than finer cells, and reflects a recomposition of hiring, visible directly in a rising female share of hires, without net employment growth in the exposed sectors. Exact permutation tests over the four sectoral shock trajectories single out the collapse as the one phase in which the assignment of shocks to sectors carries identifying content.
